available for use by the University from
the Colonial Development and Welfare
Higher Education allocation.
The second of these recommendations was
considered by the Colonial University Grants
Advisory Committee, who advised that it should
be accepted. The Secretary of State therefore
informed the Government of Hong Kong that he
had approved the provision of £250,000 from
the C. D. & W. Higher Education allocation for
the University and indicated that he would,
subject to the fulfilment of the conditions
necessary for the University to become an
administering authority, be prepared to
consider individual C.D. & W. schemes up
to this limit. These conditions referred to
the accounting arrangements necessary for
both grants. I enclose a copy of the relevant
savingram for your information.
With regard to the first of the
recommendations, it is urgently necessary
for building work to start in Hong Kong as
soon as possible. As you will see from the
Inter-University Council's Report, the
